Title:Evaluating the CO₂ Effects of ISO 14001 Certification: Firm-Level Evidence and Regional Moderation in Germany

Abtract:This study examines how ISO 14001 environmental management certification relates to firms’ CO₂ emissions and how regional institutional contexts shape its effectiveness. We conceptualize ISO 14001 primarily as an intra-organizational management innovation whose outcomes are nonetheless strongly conditioned by regional factors like innovation capacity or environmental governance. Using a newly assembled dataset linking web-scraped certification records to PRTR emissions, we investigate how adoption of ISO 14001 impacts CO₂ emission and interacts with territorial conditions. A staggered DiD framework allows us to account for heterogeneous certification timing and regional variation. More broadly, the project asks whether such voluntary standards meaningfully contribute to decarbonization or risk functioning primarily as symbolic compliance.
