Économie circulaire et filières territorialisées : pour une approche d’évaluation de leur émergence
Résumé :
La notion de filière, développée par l’école française d’économie industrielle dans la seconde moitié du XXᵉ siècle, connaît aujourd’hui un renouveau face aux limites de la fragmentation des chaînes de valeur, aux impératifs de durabilité et aux avancées scientifiques et techniques. Dans ce contexte, émergent des filières ancrées territorialement, souvent structurées autour de logiques d’économie circulaire. Dans une perspective de transitions sociotechniques, ces filières ou maillons de filières peuvent être interprétés comme des innovations de niche susceptibles de transformer les régimes établis. Toutefois, l’évaluation de leur potentiel d’émergence reste difficile, les outils existants étant majoritairement centrés sur l’entreprise. La communication présentera une méthode d’analyse adaptée à l’échelle filière, développée dans le cadre d’un programme pluridisciplinaire sur le recyclage du métal dans la région Hauts de France.

Circular economy and territorially rooted value chains: toward an approach to assessing their emergence.
Abstract:
The notion of the « filière », developed by the French school of industrial economics in the second half of the twentieth century, has gained renewed relevance in response to the limitations of fragmented global value chains, the imperatives of sustainability, and scientific and technological advances. In this context, new value chains with a strong territorial anchoring are emerging, often structured around circular economy principles. From the perspective of sociotechnical transitions, these chains, or segments of chains, can be interpreted as niche innovations with the potential to transform incumbent regimes. However, assessing their emergence potential remains challenging, as existing tools are predominantly focused on the firm level. This paper presents an analytical method adapted to the value-chain scale, developed within the framework of a multidisciplinary research program on metal recycling in the Hauts-de-France region.
